The first Review Conference of the Rome Statute is scheduled to take place in Kampala, Uganda, from 31 May to 11 June 2010. According to Article 123 of the Rome Statute, seven years after the Statute enters into force (which was in 2002), the Secretary General of the United Nations shall organize a Review Conference to consider any amendments to the Statute.
The primary purpose of the Review Conference is to discuss specific amendments to the Rome Statute, particularly the amendment proposals on the revision of Article 124 of the Rome Statute, the definition of crime of aggression and the inclusion of the use of certain weapons as war crimes in the context of an armed conflict not of an international character.
The Review Conference presents a unique opportunity for global reflection on international criminal justice for the world’s worst crimes (genocide, war crimes and crimes against humanity). Expert meeting on the Multidisciplinary approach to fight organised crime, scheduled for 9 June in Brussels.
The Multidisciplinary Group on Organised Crime (MDG) concluded that a traditional law enforcement approach is not enough to tackle organized crime, and that administrative measures could form an important component of a more integrated approach. The discussion in the MDG however has made clear that the Member States have different concepts and ideas about what an administrative approach looks like. At the same time, the Member States have already gained a wealth of positive experiences in the field of administrative measures. An analysis of administrative/non-penal instruments in various countries shows that the Member States, in developing the non-penal approach to organised crime, have a concrete need for more intensive European cooperation, exchange (and consolidation) of information and best practices.
